The fragmented web

I commented before about how fragmented the Internet is, and that without Google, Yahoo, etc., the Internet would be harder to navigate. Unfortunately, even with the contribution of search engines, the Internet is still a fragmented place. What can be done to make it easier to find information across the web?
I have a few ideas lingering …

I wouldn’t say it is difficult to find content on the web. It is, however, difficult to find ‘quality’ content on the web. Peer content review sites such as Newsvine, Wikipedia, and Digg are great because the users are dictating which content is useful and interesting. Does ‘useful and interesting’ mean that it is quality content? I have no idea.
