Is Wal-Mart Selling a Deathtrap on Wheels?

I think so. I purchased this bike approximately three weeks ago, only to discover a severe flaw:
Painted rims. Bikes with painted rims cause premature brake failure. The brakes were first adjusted two weeks in, upon which I was warned at the bike shop: “This isn’t a permanent solution. You could very well come back for the same problem because the brakes are melting.”
Sure enough, it’s time to re-adjust the brakes — Again. It’s a nice bike, however, it’s also dangerous to ride, especially in my neighborhood, which sits upon a hill — It would be a disastrous decline given the current state of the brakes (In fact, I’ve already had a close call when the brakes prematurely failed).
Rather than return the bike, I’d prefer to raise awareness about this issue so that both Roadmaster and Wal-Mart can take the necessary steps to correct this design flaw, which would include replacing the rims with unpainted ones and including brake calipers which use better materials to resist easy wearing.
I do not recommend anyone purchasing this bike until this issue is corrected.
